Guess that Iraqi sovereignty isn't quite sovereign

Condi Rice insists that Iraqi is a free and sovereign nation. Seems like the opposite is the case. Today's USA TODAY has this news item:

U.S. warplanes bomb Najaf's Old City
NAJAF, Iraq (AP) — U.S. warplanes bombed Najaf's Old City and gunfire rattled on Sunday amid fears a plan to end the standoff with radical Shiite cleric Muqtada al-Sadr could collapse. An Iraqi mediator pleaded with al-Sadr's fighters to clear out of the revered shrine at the center of the crisis.
