US military says new prisoner abuse photos will be used as propaganda

Is it propaganda if Navy SEALS did, in fact,torture and abuse prisoners? Photos here on Al Jazeera. The US government is suppressing the photos elsewhere. Because, with the Big Lie, if you deny it and don't have photos to prove it, the torture just didn't occur.
